There, you also have to submit your application form and the other necessary documents. The forms have to be in german, but you can find helptexts in english in the pdf-forms you can fill out on your PC/tablet. You can submit the documents via post or fax. You can submit an application for the ongoing semester only.
The refund of the semesterticket contribution has it’s legal basis in the „regulation of takeover and refund of the semesterticket contribution of the student body of the university Duisburg-Essen“. The document is available in german only and you can find the current version here.
There are six cases in which the AStA can refund the semesterticket contribution. You can make use of one of them per semester:
Practical Semester outside of NRW,
Alternation of University during the ongoing semester in the VRR-area,
Travel restrictions to germany due to the covid19 pandemic,
Although the pandemic requires us all to decrease the usage public transportation if possible and many of the lectures are taking place online, the semesterticket contribution stays the same. We also cannot refund the contribution due to the pandemic. Our contractual partners (Ruhrbahn and DVG) did not consented with suggestions in that directions. In case you exmatriculate yourself before the semester officially ends, we can refund a part of the contribution based on the exact date of your de-registration. To get it, you need to send us the following documents:
Submission: you can submit the documents via post or via fax. Not via e-Mail.
The deadline to assert the claim is the end of the semester, in which you signed off, e.g. the last day of March for a Wintersemester and the last day of September for a Summersemester. We can only approve your application if the date of de-registration antedates before the 30.09. or 31.03..
If you already re-registered for the following Semester but de-register again before its official beginning, you can apply for the refund of the whole re-registration fee at the Studierendensekretariat.
In case you are studying abroad for the full semester period of the University Duisburg-Essen, we can refund the complete contribution. You need to send us the following documents:
Submission: You can submit the filled out form with the matriculation certificates via post or fax, not via e-Mail. If the semester abroad is certified by the Erasmus-Office or another tutoring person from the university, it is possible for them to send an e-mail. But the e-mail has to meet both of the following criteria:
The deadline in this case ends one month before the semester ends, which means the end of February for a winter semester or the end of august for a summer semester.
To finish some study programs it is required to do an internship at a company or institution. And some people write their thesis in cooperation with a company or institution. In case you are doing such things and you have to live outside of NRW for that, we can refund the complete contribution. Please note that this is only possible, if you can send us a proof that covers the full semester period of University Duisburg-Essen. You need to provide us the following documents:
Submission: You can submit the filled out form with the matriculation certificate via post or fax, not via e-Mail. Your supervisor can send us the proving document via internal postsystem of the university (AStA, Raum T02 S00 K15, Campus Essen) or via e-mail. But the e-mail has to meet both of the following criteria:

Sometimes people want to change their place of study, their university, when the semester already began. If you have to pay the semesterticket contribution twice and that new university is in the area of the Verkehrs Verbund Rein Ruhr, we can refund the complete semesterticket contribution you paid to our university. You need to send in

If you are stuck in another country due to travel restrictions that were enact because of the covid19 pandemic, you can get a full refund of the semesterticket contribution. This can include a ban on flying, ban on leaving the country, no possibility to get a visa etc.. You have to be stuck in the other country until 12.02.2021 to get the refund. You need to send us the following documents:
Submission: You can submit all documents via post, faxmachine or e-mail. For the later, please use the e-mail adress the university provided you with and choose a high quality for scanned documents.
Deadline: You need to send in all the documents until 28.02.2021 for the wintersemester contribution.
If you cannot afford to pay the semesterticket contribution during the re-registration period due to a sudden, unforeseeable financial emergency which you yourself did not cause, you can contact the hardship case committee of the students parliament. You can find further information on the special website. The following is important: You can only make use of one of the six possibilities per semester. E.g. if you already got a refund due to a financial crisis and you de-register from the university before the semester ends, you cannot make use of the refund because of the de-registration. In this case you already got the full amount and cannot get any more. This applies to all six possibilities. Once you got one, you cannot get any other.
